A proposal for the establishment of a test lab and library center in the Dandini Research Park (DRI) and a simulation facility at a remote site in the Nevada desert which replicates the lunar surface to develop and test technology required to create a U.S. permanently manned lunar base. DRI to maintain administrative control and management of the project. Phase one (conceptual development) of this ambitious project was completed in October 1988 and does not appear to have continued further. 
Among the list of steering committee and advisors is Wendell Mendell, Chief scientist on Lunar Base Studies at Johnson Space Center's Solar System Exploration Center, since retired.
